PADERU INTRODUCTION



India has the largest tribal population in the world, about 68.34 millions. The state of AndhraPradesh with 41.99 lakh tribals, as the largest tribal population in South India. The tribals all overthe country face illiteracy, exploitation and have abysmally low levels of living. The Indianconstitution has provided for two-pronged strategies for tribal development, namely, protection fromexploitation and assistance in economic development.Tribals are given protection under the Constitutions under Schedule V and under the fifth five-yearplan, there was provision for separate sub-plans for tribals. Andhra Pradesh was the first state toadopt the Tribal sub-plan approach, by establishing Integrated Tribal Development Agencies. Eversince the ITDA, Paderu came into existence during 1975, is implementing Multi SectoralProgrammes for over all development of the tribals in the District with Special emphasis on theagency area. The programmes are being implemented through yearly action plans focusing on thethrust areas as identified and found relevant at that given time.It is well recognized that improvement in the health status of population is both an important meanof increasing productivity and economic growth as well as an end itself. The millenniumdevelopment goals of UNDP call for a dramatic reduction in poverty and improvement in health,especially for more disa include the tribals.dvantaged groups include the tribals.In Paderu agency area, which endemic and epidemic prone and it vast geography and scattered and remote habitations pose a greatchallenge for ensuring good health of tribals. To deal with this enormous challenge, the Government of Andhra Pradesh is formulating Tribal Development Action Plan which set some health related and overall development related targets to be achieved by 2008. The Hon’ble Chief Minister of Andhra Pradesh, Shri. Dr. Y.S.Rajashekar Reddy, epoached the idea of a comprehensive health action plan for Vishaka Agency area and laid steps for preparation of such plan. A state level workshop with all concerned to tribal development assessed the situation and laid down the process of preparation of comprehensive health action plan for tribals in Vishakapatnamdistrict. A participatory study was launched by Indira Kranthi Patham, TCR&TI, Hyderabad andCARE STEP to assess current health situation to enhance appreciation and understanding theperceptions of tribal communities and suggest for developing a comprehensive health action planfor Paderu Agency area.A two-day District Level Planning Workshop was
convened during 16th and 17th September 2005 at ITDA Paderu chaired by Commissioner TribalOfficer ITDA. The workshop was attended by allWelfare, GoAP, the District Collector and the Project heads of the departments of Vishakapatam districtand NGO representatives. The field study reports were presented to the forum and based on the gapsidentified and suggestions of the community, six broad subject groups were formed and relevantdepartment heads were to develop action plan with activities and budget. The present plan is anoutcome of the contributions for the comprehensive health plan. The process and approach wasdiscussed with community, CBOs like Mandal Mahila Samakya, Village Organisations and theNGOs for their feedback.
